1. R&D Associates (RDA), 4640 Admiralty Way, Marina del Rey, California
90291 has been tasked under contract DNA 001-81-C-0024 to research problems
related to nuclear weapons technologies and strategies of use.
2. As part of this effort, RDA will assess the strategic issues arising from
a significant expansion of defense capability in a national emergency and
develop alternative national strategies, given expanded force postures, the
requirements of defense production that they would impose, and demands for
allies and other military aid. Specifically, the contractor will research
and prepare reports on the role of nuclear weapons in the changed circum-
stances of the eighties, including problems associated with the spread of
nuclear weapons.
3. In support of this effort, request RDA be given access to the following
caveated document:
NI-IIM-79-10028. The 22 September 1979 Event.
4. Request release authority and one (1) copy of the document be forwarded
