SUBJECT: Conference Proposal and Request for Approval
1. Proposal, to convene a three-day conference at
25X1
1-13 August 1982 on the topic of
nuclear security and proliferation-related issues with emphasis a)
on the policies of nuclear supplier/weapons states and b) develop-
ments in the Near East and South Asia (particulars are contained in
the attachment). Policy officials at the level of assistant -
secretary and below and intelligence analysts and collectors would
be invited to attend the conference. The idea is to provide the
opportunity for policy people to concentrate attention on what is
being done on the intelligence side, how well, and changes that might
be made. We will be trying to build a common understanding of the
main issues in planning policy, conducting assessments and directing
collection activities.
2. Request for Approval. This is to request: a) your approval
to hold the conference, b) your attendance at as many sessions as
your schedule will permit, and c) that you open the conference as the
keynote speaker.

Purpose of Conference
To provide the opportunity for policy people--especially those
who are newcomers in their jobs--to concentrate attention on what
is being done on the intelligence side, how well, and changes that
might be made. We will be trying to build a common understanding
