SUBJECT: Draft Memorandum to Holders of SNIE 31/32-81:
"India's Reactions to Nuclear Developments
in Pakistan"
REFERENCE: SA/NPI Memo for NFIB Reps, Same Subject,
1 April 1982
1. The following are the results of the review of the subject
draft by the NFIB Representatives at their meeting on 6 April:
--There was a general consensus that the available
intelligence did not warrant any substantial change
in the judgments of SNIE 31/32-81 at this time.
--Two key areas that deserve continuing close
scrutiny are a) Indian perceptions of Pakistani
progress in the acquisition of fissile material
and nuclear weapons development, and b) fissile
material availability in India for weapons pro-
duction.
--State/INR will consult with appropriate diplomatic
posts concerning the issues raised in the draft.
2. You will be advised at a later date concerning next steps
and scheduling for an updated assessment.
