SUBJECT : Request for Approval to Attend Nuclear Conference
1. The three-day conference on the Technical Aspects of Nuclear
Commerce will be held in Coronado, California, 23-26 January 1983. It
will feature presentations by foreign and US Executive Branch and
Congressional officials on such subjects as safeguards, nuclear exports,
US nonproliferation objectives, the International Atomic Energy Agency,
and the nuclear programs of Argentina, Brazil, the PRC, South Korea,
Mexico, Taiwan, and Yugoslovia (see copy of advance program for
additional details--attached).
2. Participation in the conference would afford opportunities for
acquiring valuable perspectives and information bearing on a number of
programmed or proposed interagency papers on such subjects as the IAEA,
PRC involvement in Pakistan's nuclear program, and the nuclear programs
of Taiwan, South Korea, and Brazil.
3. This is to request your approval to attend the conference the
expenses for which are: conference fee, $575.00, tour of General Atomic
Fusion Facilities, $20.00, for a total of $595.00. A room at the Hotel

del Coronado--the site of the conference--is $79.00 per night. I will
absorb the difference between it and the authorized per diem rate of
$75.00.
