SUBJECT: Meeting with Charles A. Trabandt, Chief Counsel
of the Senate Committee on Energy and Natural
Resources, on 20 September 1984 to Discuss
Implications of the Pakistani Nuclear Program

1. As and update to the briefing for Mr. Trabandt on
6 July 1984 of Office f Legislative Liaison and I met with Mr.
Trabandt in u s o ice.
2. I gave Mr. Trabandt a very general sense of the conclusions of the
recent Special National Intelligence Estimate on the prospects for
hostilities between India and Pakistan. I also noted that there was not
any significant change in the Chinese relationship to the Pakistani nuclear
program (see prior Memorandum for the Recorder-f -p49-84, dated 13 July
1934, for details of previous discussion).
3. We also discussed the prospects for Senator Cranston to propose an
amendment relating to foreign assistance to Pakistan in the context of
Pakistani efforts to develop a nuclear device. He inquired about whether
Liy analysis had been done of the accuracy of Senator Cranston's June 21
speech on the floor of the Senate; and T accirrud him that a detailed
assessment had been carried out.
