MEMORANDUM FOR: Steering Committee/DCI CBW-Use Intelligence
Working Group
SUBJECT: Pending Actions for Chairman
1. As a result of our first meeting, 7 July and extensive
conversations with members after the session, I find no reason
to alter any goals or restrictions of the Working Group which
we have discussed.
2. Two problems were surfaced by Working Group Members
following the meeting. DTA/DT had reservations about our
possible attempt to control resources and priorities for DOD,
said based on what he had heard, no such problems
existed in fact, that he was pleased with everything he had
heard, and would communicate this to Dr. Verona. He expressed
some mild surprise that I had chosen to include as members,
persons from State, ACDA, and other "Non-Intelligence" Agencies.
I explained to him that inclusion of intelligence officers from
Non-Intelligence Agencies was an absolute requirement of mine
and was further a necessary administrative procedure to accomplish
what I intended. I explained 'to his apparent satisfaction that
my requirements for membership were straight forward: existing
membership on WSSIC, STIC, or the NSC CBW-Use Working Group
(which we have effectively replaced); codeword clearances; need
to know; primary responsibility requiring work on CW-use; and
demonstrable interest in producing written analyses on same.
3. A second minor problem was raised by;Colonel Leonard
State/PM of some uncertainty as to whether the Working Group
would be issuing "public or policy statements." I explained
to him that there was no way that such an event would occur
but the Working Group would be responding to him and other
appropriate agencies for analyses which would be released
at his discretion, not ours. This assumes, naturally,
