THE DIRECTOR OF CENTRAL INTELLIGENCE
23 February 1983
MEMORANDUM FOR: Chairman, National Intelligence Council
FROM Hans Heymann, NIO at Large
SUBJECT Exploitation of CW Victims in
Public Arena
1. You asked about USG efforts to bring CW victims to
public attention, particularly on the Hill.
2. Several such efforts have been made, with mixed
results:
A few Lao victims were paraded before Congress in
late 1979, receiving wide press coverage.
Victims from Laos and Kampuchea were offered to
the UN Experts Group by Ken Adelman in 1982, but
the offer was turned down.
A Khmer and two H'Mong victims testified before
the House last September with "ho-hum" press
coverage.
7 Afghan Mujahedin shook hands with the President
in the Oval Office on 2 February 1983. Press
coverage was zilch.
