1. Cyprus Summit
The collapse of the Cyprus Summit held last week under the auspices
of the UN Secretary General not only increases the danger for
intercommunal clashes on the island but also affects Greek-Turkish
relations, complicating our relations with those two countries.
2. French Foreign Policy
In France, Mitterrand is still plagued by unfavorable foreign policy
developments. He has not won any support for his semi-independence plans
during his recent visit to new Caledonia and Qadhafi is continuing to
violate the Franco-Libyan withdrawal agreement with impunity. Mitterrand
may look to the Soviets for help in recouping some lost prestige. The
forthcoming visit of French Foreign Minister Dumas gives us the
opportunity to discuss all outstanding international issues and to place
greater pressure on the French over the Chad issue.
