The November Warning and Forecast meeting will be held at 1025 on Wednesday, 19 November 1986, room 7-E-62, CIA Headquarters. The meeting will be devoted to West Europe's adjustments to the Rejkjavik summit. 2. Presentations and discussions should be forward-looking, seeking to forecast likely future scenarios rather than sum up current trends. Presentations should be limited to five minutes each to allow ample time for discussion. 3. I suggest the following agenda: 10:25 - 10:35: Opening Remarks. (NIO/EUR) 10:35 - 11:10: The Impact in NATO. (DIA) How do the new parameters of disarmament talks following Reykjavik affect Allied views on the balance betweeen conventional and nuclear deterrence in strategic planning? What is the emerging allied view on US intentions towards the Alliance and on their own status in the Alliance? How will those factors affect their participation in specific NATO programs? 11:10 - 11:50: The Domestic Political Impact in Europe. (EURA) How has the Iceland meeting affected the left's view on security issues in key allied states? What is the impact on center-right forces sympathetic to the US? Will there be an effect on the elections in the UK, and FRG? What is the broader impact on public opinion likely to be and how will this affect support for "Atlanticism" as opposed to Euro-centered policies?
