Attached is an up-to-date agenda of the April 5-6 Conference, including a listing of the speakers and discussants The other conference invitees will include academic specialists from the Washington area, government analysts on European subjects, and selected policymakers. 2. The two-day discussions will be off the record and not for attribution. This is essential if we are to create an atmosphere for a frank and candid dialogue among government and non-government specialists. 3. It would be helpful to the discussants if the Speakers were to provide us with a 2-3 page outline or summary of their opening statement by the end of March, which we could distribute prior to the meeting.
