SUBJECT : Diplomacy for the 70's
1. During our meeting yesterday, you expressed an interest in seeing
a copy:of State's 1970 publication of Diplomacy for the 70's. As Bill
Macomber's transmittal letter to William Rogers points out, the study
stemmed from the Secretary's belief that those most qualified by
knowledge and experience to design a modernization program for the
Department of State were its own career professionals.
2. We spoke yesterday of the study's possible applicability --
particularly in its approach -- to a study of Intelligence in the 90's.
The State effort was expensive, with some 250 professionals serving on 13
task forces. And I think its benefits were to be found more in the
process than in the 500 specific recommendations ultimately produced.
Nonethless, it might be salutory for the Community to take a systematic
look at the range of its functions -- from personnel requirements and
resources, and training, to producer-consumer relations, the stimulation
of creativity, and the coordination and management of Community resources
and their adequacy in light of the intelligence challenges ahead.
3. Again, my colleagues were deeply appreciative of the opportunity
to meet with you.
