SUBJECT: Military Access Review Group
Under the terms of NSDD 88, the IG on Military Access
Agreements has been reactivated to insure policy continuity in
USG agreements with host countries on base rights, US military
access and transits, status of forces, prepositioning, and host
nation support. The IG shall review upcoming negotiations to
ensure the uniform application of USG expertise and continuity
of policy on recurring issues.
This IG is not intended to supplant internal departmental
committees nor to alter existing practices concerning which
agencies lead negotiations. Rather, it is intended as a policy
level review and clearinghouse-for information on similar
negotiations and agreements.
PM Director Chain, will chair a meeting of.the IG on
January a.m. in oom 1422-
The agenda will include discussion of:
1) preparations for the Oman Access Review, the Kenya
Access Review, the Turkey DECA w, the Israeli SOFA
negotiations, the Greek SOFA'-neaotiations and the Panama base
rights and SOFA negotiations;
2) the preparation of a catalogue Of agreements and a
comparison. of positions on recurring issues; and
3) recently concluded or ongoing negotiations, such as the
Israeli Prepo/HNS agreement and the Turkish HNS agreement.
