MEMORANDUM FOR: Hal Ford, NI0/AL
FROM: NIO/EUR
SUBJECT: Possible European Items for the OCI Worldwide Testimony
I suggest the following issues be considered:
Political developments in Germany, particularly the search for a
new national security consensus;
Developments in the Aegean, particularly Cyprus and Greek
foreign policy;
Public linkage being made by Spanish Prime Minister Gonzalez
between continued membership in NATO and the size of the US
presence;
Developments in Yugoslavia, particularly the danger that the
current leadership will continue to flounder and let the
economic and political situation get progressively worse;
Poland--the uneasy equilibrium and constant danger of some
explosion;
US-European frictions over the SDI, the Nunn amendment, and the
reinvigoration of a Soviet campaign against INF.
