insurgency. The report provides principals and analysts alike with an
in-depth review of recent developments in the Philippines succinctly and
in wonderfully clear prose. She has made an important contribution to our
understanding of this difficult and complex intelligence problem and
deserves special thanks.
Her assessment of the difficulties associated with counting the NPA
and determining the scope of Communist influence was particularly
