SUBJECT: Proposed Headquarters Notice Foreign Ownership,
Control or Influenc
1. The attached Headquarters Notice (HN) has been prepared
as a result of direction from the Executive Director to issue
Agency policy on contracting with business organizations under
FOCI. The proposed HN sets forth policy and procedures which
prevent businesses and universities under FOCI from entering into
contracts with the Agency unless approval is granted by the
Director of Logistics and the Director of Security. The infor-
mation in the notice will become a part of Acquisition
Handbook.
2. Would you review the proposed HN and provide comments
and/or concurrence to the Chief, Plans and Programs Staff, 2F31
y 10 September 1982.
