Action Re ueg sted: Paragraph 4 contains a recommendation for approval of a joint exercise wherein the FBI and Fairfax County Police respond to a simulated terrorist incident on the CIA Headquarters Compound. This event is scheduled for 26 October 1980. 2. Background: In view of the ever present possibility of a terrorist attack against a U.S. Government facility in the United States, a liaison was established with the FBI and Fairfax County Police SWAT units. After several meetings on the subject of a coordinated response to an emergency situation, the FBI requested permission to conduct an exercise involving a simulated terrorist/hostage incident on the Headquarters Compound. It was agreed that the best time for such an operation would be from midnight, Saturday, 25 October 1980, to 0800 hours, Sunday 26 October 1980. The areas involved would be the motor pool, to be used as a command center and assembly area, and room 2D-0105, Headquarters Building, for the terrorist/hostage holding area. The FBI and the Fairfax County Police have agreed to comply with any constraints CIA Security wishes to impose. 3. Staff Position: It is believed that such a joint exercise would be beneficial. All parties concerned would experience what could occur in the event of a real terrorist incident. The scenario would take place under controlled conditions supervised by the Office of Security. The Chief, Logistics Services Division has agreed to provide any support needed for the operation. The Office of Public Affairs has been briefed on the proposal.
