The Office of Security appreciates the prompt action taken by your Office to assist us in meeting our FY 1984 Industrial Clearance Program shortfall by making available for our use. 2. In a 29 June 1984 memorandum to the Deputy Director for Administration, a copy of which is forwarded herewith for your information, I highlighted the chronic nature of this funding problem and commented concerning the need to protect personnel security positions requested in the FY 1985 and FY 1986 budget exercises. 3. By memorandum dated 30 May 1984, Mr. Director of Development and Engineer . DDS-&T-,- favorably responded to my personal appeal for o address a Fiscal Year 1984 shortfall in the Program in terms of industrial clearance activities. Although the Directorate of Science and Technology has generally been very supportive of our investigative efforts, the point is made by Mr. Kohler that this is the fifth consecutive year that OD&E has contributed funds for the security processing of contractor personnel, and concern is expressed about a collective planning deficiency. 2. I feel compelled to point out that there was a significant increase in industrial cases over and above that which was forecast during the 1984 Program Call. It is also important to realize that we now have very strong indications that there will be similar developments in Fiscal Year 1985. The Office of Development and Engineering is now projecting industrial investigations, which is higher 25X1 than that which was forecast during the 1985 Program Call. We are working very closely with the office of Development and Engineering in a collegial attempt to bring field projections more in line with the reality of actual case receipts. There is also the realization on our part that processing time is extremely important and costly to the Directorate of Science and Technology, which may be expending in the neighborhood of 3. As you are well aware, the Deputy Director of Central Intelligence is very much concerned about filling vacant staff positions in the Agency, and this also places a tremendous strain on all of the screening offices to expedite the processing of applicants, and give priority attention to the important Career Training Program. We continue to cooperate with the Office of Personnel in an all out effort to handle the increased security workload so that essential hiring goals are met. I am sure you agree that these yearly negotiations for additional funding are less than desirable. Our Program has been forced to expand dramatically to contend with the explosiveness of the OD&E programs, and as a result the cost has far exceeded the budget. If we are ever going to bring this chronic problem under control and stay within reasonable fiscal bounds, we must continue to increase the number of staff investigators in our field offices, and reduce our dependence on contract investigators. 5. The Office of Security asked for positions for Personnel Security in Fiscal Year 1985, and our Personnel Security request for Fiscal Year 1986 has already been cut from It is believed absolutely essential to our mission that the positions remaining for both fiscal ears be protected positions be from further erosion and, if possible, those [7 restored to our 1986 request. It is emphasize that these cuts in the Personnel Security area have a significant adverse impact on our customers, and is otherwise costing the Agency through delays in the clearance process. Your verbal request for to address an Office of Security FY 84 shortfall in the Program has been fav considered and I have asked my Finance Officer to transfer Y 84 funds from ODE to the Office of Security. 2. As you know, this is the fifth consecutive year that ODiiE has contributed funds for the security processing of contractor personnel. While this funding was and is being provided in recog- nition that contractor clearance requests generated as a result of activities of this Office during these years have exceeded projec- tions, and therefore contributed to the OS shortfall, I am con- cerned that the repetition of these shortfalls may signal a plan- ning deficiency. 25X1 3. Projections indicate that the contractor clearance case 25X1 load through FY 1987 should continue at approximately the level. The average industrial clearance processing tii.;e has grown by approximately 50 percent during the past year. I art concerned that the resources OS may have available will continue to be insufficient.
