Low National Intelligence Officer at Large SUBJECT : SNIE 73-84: "Trends in South Africa's Nuclear Security Programs and Policies" 1. We held the coordinating meeting on the concept and terms of reference for this SNIE this morning, and appreciated the attendence and constructive comments of Gary Bray. 2. After the meeting the principal drafters and I came up with the idea of requesting ACDA, with the support of DOE, to create a first draft of an Appendix on South Africa and the IAEA/Safeguards. As Gary can explain to you, this appendix was scheduled to be a part of the paper. It seemed to us that you were in the logical position to contribute a draft on this portion. DOE (Frank Minton, who attended the meeting) has already offered its support in such an effort. 3. Please let me know if this would be an acceptable way of proceeding. Our timetable is to have first drafts to me for initial review during January. 4. I very much enjoyed our meeting yesterday with Lew Dunn and yourself and look forward to getting together regularly.
