Korea: Troop movements in the North
-- Nothing new to report.
-- North flood aid to the South is essentially complete--whether a
continual dialogue will follow remains problematical. The aid
effort taxed the North greatly.
Kampuchea: More aggressive Vietnamese operations appear intended to
prevent resistance forces from having the "free hand" they achieved
last year in the interior. By staying on the offensive near the
border, the Vietnamese force the resistance to protect its bases
rather than conduct disruptive strikes near the Tonle Sap. We expect
this tactic to continue throughout the wet season.
Philippines: Still no Agrava Board report, though leaks leave little to
the imagination. Some military implication doubtless will be cited in
the Aquino assassination.
-- Nothing new on the insurgency.
PRC-Vietnam: The buildup of PRC forces along the Sino-Vietnam border
continues. We doubt a major escalation of action is planned. PRC most
likely is moving troops for insurance against counterattack.
