SUBJECT: Terrorism Conference on 17 May 1.984
I spoke to his morning about getting a request
for funds which Gates approved for the conference. She is going
to put a form for us to complete in the mail.
I have called the Hudson Institute and spoke to Judith Jacono's
assistant about reserving space for you, which she has done. She
said that if we could not get a check in the mail on time. to brine;
the money to the conference.

1. The Hudson Institute is sponsoring a one-day conference on "Terrorism
and Low Order Warfare: Future Threats and Implications for Defense Policy and
Force Structure" on 17 May 1984 at the Loews-L'Enfant Plaza Hotel in
Washington, D.C. I would like my Assistant NIO for Counter-
terrorism, to attend this conference. I have attached the program schedule
and the literature I have received regarding the conference. (U)
2. I request your approval to expend funds in the amount of $395.00 to
cover the conference fee. (U)

Defense Policy and Force Structure
Recent events in the Third World highlight the serious consequences of terrorism and "low-
order" warfare for U.S. policy and personnel. Although U.S. national security policy is directed
primarily toward meeting the political and military threat posed by the Soviet Union. terrorism and
"low-order" warfare threaten important U.S. interests--including substantial operations of American
corporations--in crisis-prone regions of the Third World.
What insights can be provided to national security professionals and corporate planning decision-
makers about these threats? What is the evolution of U.S. military doctrine, force structure and
weapons systems in coping with these threats?
