SUBJECT: Radio Marti (S)
In follow up to the special International Broadcasting Committee
meetings held the week of January 9 on Cuba Reprisals, the
following tasks are assigned: (U)
1. DOD and the intelligence community should compile: a)
technical information on Cuban vulnerabilities (e.g., frequencies,
equipment, etc.), with an emphasis on Cuban television and
military communications; and b) a listing of the full range of
Cuban ca i1i?ties to disrupt U.S. communications. Deadline:
January,/23,)1984. (TS/NF)
2. DOD should prepare a comprehensive list of current or
readily achievable (i.e., under 60 days) technical capabilities
which the U.S. might use to persuade Cuba to cease disruption of
U.S. domestic communications. Deadline: February 1, 1984.

3. DOD should begin immediately to take the necessary steps to:
a) enhance U.S. capability to disrupt Cuban domestic television
broadcasting by means of interference; and b) establish a capability
to traiismit television programming to Cuban :tome television
receivers. With respect to both steps DOD should consider:
Capabilities based on both. island-wide and limited area
(e.g., Havana) coverage;
Whether the capabilities can be achieved by modifying
existing assets, through the purchase or lease of new
equipment, contracting to outside organizations, etc.; and
The use of a variety of platforms, such as aircraft, ship,
helicopter and balloon. (TS/NF)
DOD should prepare a status report giving the time required
to develop such capabilities and a gross estimate of its dollar
cost. Status report due: February 1, 1984. (TS/NF)
4... USIA/VOA should prepare a summary of Cuban international
radio broadcasting and jamming capabilities. Deadline: January 23,

5. State should prepare a staLement of the legal/political
justification for U.S. countermeasures, including Cuban violations
of international law, agreements, rules of international organi-
zations, etc., as well as the legality of Radio Marti-type
broadcasting. Deadline: February 1, 1984. (TS/NF)
6. The intelligence community should prepare a summary of
current and potential Cuban radio interference to the U.S.,
Canada, and Caribbean and Latin American countries,. Deadline:
February 1, 1984. (S)
7. CIA in conjunction with State should develop a strategy for
initiating psychological operations against Cuba and toward third
countries that might influence Cuba to forego, cease or limit
interference. Deadline: February 1, 1984. (TS/NF)
8. VOA should prepare a timetable for bringing Radio Marti on
the air. Deadline: January 23, 1984. (C)
9. CIA should prepare a paper discussing 25X1
(TS/NF)
Cuban interference. Deadline: e ruary 1, 1984. 25X1
10. CIA/VOA/DOD should prepare a paper on how best to monitor
and evaluate Cuban jamming of Radio Marti and interference with
U.S. domestic ANN broadcasting and other U.S. communications.
