Meyer Vice Chairman, National Intelligence Council SUBJECT: Talking Points The Future of Hong Kong 1. This NIE, the first to be prepared on this subject, is on the NFIB agenda for 15 September. The Estimate was readily coordinated by the agency representatives, and we know of no dissents or problems concerning it. 2. The tone of the NIE is pessimistic: it does not rule out a continuing fairly prosperous and vital Hong Kong in the years ahead, before and after the retrocession of the area to the PRC in 1997, but estimates that the more likely course is lessening confidence in Hong Kong's future and hence a gradual decline in its vitality. The NIE also estimates the consequences for American interests of various Hong Kong outcomes. 3. The NIE's judgments are widely shared,/ The Consul General in Hong Kong and his deputy do hold more optimistic views, but they are virtually alone in such belief. Herbert E.
