Smith Sergeant at Arms United States Senate Office of the Sergeant at Arms Room S-321, The Capitol Building Washington, D.C. 20510 Dear Mr. Smith: Because of the possibility that sensitive intelligence information might be discussed in the Senate Chamber during closed sessions, the Security Committee shares your concern about the Chamber's technical security. The Committee is eager to assist to the full extent of its capabilities and authorities. The protection of the technical integrity of the Capitol Building is essentially an internal security matter, subject to the jurisdiction of the Federal Bureau of Investigation. Several months ago, in response to U.S. Capitol Police requests for aid, we established a Technical Advisory Group (TAG), chaired by an FBI agent, to ensure Intelligence Community support to FBI efforts to assist the Legislative Branch in enhancing Capitol Hill security. Certain recommendations made by the FBI in coordination with TAG have been implemented and others are being considered. = By copy of this memorandum, I request Mr. Ernest Terrazas of the FBI, Chairman of TAG, to conduct a technical assessment of the Senate Chamber and provide advice on measures to protect it from technical surveillance by foreign intelligence services or other hostile entities. This task should be undertaken as expeditiously as possible.
