MEMORANDUM FOR: Director., Office of Technical Services
FROM:
SUBJECT: Security Committee Staff Study of ACM Coverage on
Capitol Hill
. 1. As the result of a question raised to the DDCI by the National Security
Agency regarding a false perception held by them that all Capitol Hill ACM
coverage has been furnished by CIA as a cause of common concern, the DDCI
has.requested that a study be conducted under the auspices of the Security
Committee to determine the depth of the problem and to recommend appropriate
action.
2. In order to accomplish this tasking, it is necessary that appropriate
testing be conducted at various areas on Capitol Hill in order to determine
whether or not it is possible to transmit from certain of the Hearing rooms.
Therefore, the assistance of your office in utilizing-the appropriate trans-
mission devices would be greatly appreciated. It is my understanding that
the Chief of your.AOB has volunteered to make himself available to assist
with this testing if you approve. of my staff will be
coordinating the effort assisted by technical representatives from CIA and
NSA as well as the Legislative Liaison officer assigned to the IC Staff.
