MEMORANDUM FOR THE RECORD
SUBJECT: Study of Hill Coverage (ACM)
Week of 5 April 1982
1. On the morning of 9 April, Captain Mike Boyle, Capitol Hill Police
(CHP), called to state that he had received an inquiry from someone he did
not identify as to the legal charter for the Security Committee and its actual
title. I explained the Committee to him and advised him that its basic operat-
ing document was Director of Central Intelligence Directive No. 1/11. He
inquired further as to the basis behind the DCID. I informed him that the
basic documents behind it are the National Security Act of 1947, various NSCID's,
and Executive Order 12333. I told also that the DCIDs are being re-written
in somewhat different format.
2. He asked if he could obtain a copy of DCID 1/11 and I told him that
it is classified. Captain Boyle says he has a Top Secret clearance issued by
DoD. I am in the process of verifying this.
