POLICY
MEMORANDUM FOR THE CHAIRMAN, DCI SECURITY COMMITTEE
SUBJECT: Implementation of NSDD-19
8 FEB 1982
I have reviewed the draft implementation concerning Protection
of Classified Intelligence Information provided by Donald Paschal
on 5 February 1982. Generally, I concur in the draft as written,
but offer the following recommendations:
The paragraph concerning access procedures sets policy
with the exception of the phrase, "and personally certify
to the DCI by 30 April 1982 on actions taken to reduce
distribution." I would recommend that that phrase be
deleted in favor of the following phrase, "and take immediate
actions to reduce distribution."
I would recommend an amendment to the first sentence of the
section on page 3, entitled "Contacts with the News Media,"
as follows:
"There should be no reason for any but the most
senior officers of intelligence agencies to have
any contacts with the news media,..."
The two amendments I have offered will confine the paper strictly
to matters of policy rather than procedure, with the exception of
the section concerning cover sheets, which I know cannot be
deleted, because it appears in the notice from the White House.
