Secretary of Defense for Policy is to be available for
questions on new TEMPEST requirements. He will

WHY YOU SHOULD ATTEND:
Physical Security, in its broadest sense, is inclusive
of all measures which are intended to reduce losses
and increase profits of an organization. The means
to achieve effective physical security involves the
proper integration of people and equipment.
The Physical Security Subcommittee of the Wash-
ington, DC Chapter is sponsoring this one day
seminar as a service for the professional develop-
ment of persons that need current information about
technical and procedural changes in a subject that is
becoming more complex each day. The seminar will
concentrate on modem techniques used to support
effective security applications and how to contrac-
tually insure performance and cost. The objective of
the seminar is to provide some initial guidance so
that the individual can improve his abilities to
conduct or manage the complex process of a physical
security system.

One day is not sufT nt to become an expert; but,
this seminar may start the beginner and stimulate the
experienced professional with new ideas. Each of
the speakers have been educated both by formal
process and by hard experience in the field. All have
experiences that will be of value to you and this
seminar is an opportunity to meet them and many
other security professionals.
THE FACULTY
Mr. Peter Tallman has been with the Under-
writers Laboratory since 1972. He has conducted
classes at the State University of New York and is a
frequent speaker at industry seminars. He is respon-
sible for the administration and inspection of com-
panies that are listed by UL as installers of alarm
systems in the New York City area.
Mr. Arlin M. Pennington is Vice President,
Safeguards and Security, Systems Technology, Inc.
of Albuquerque, NM. He will speak about using an
engineering systems approach to security design.
He has provided security systems design and con-
solation support services to the Ministers of Defense
of Kuwait, Saudi Arabia, United Arab Emirates,
Egypt, and Spain. He will be presenting a paper at
the 1985 Carnahan Conference on Security Tech-
nology entitled, "The 1984 Los Angeles Olympics
Integrated Electronic Security."
Edward J. Nemle has over twenty years, com-
bined experience in the design, installation, and field
maintenance of intrusion detection systems. As the
principal instructor for a security systems school, he
has trained thousands of students, many of whom
are among the leading security managers in industry.
He is a security consultant to many companies, and
is widely known to the Department of Defense
personnel as an instructor in Physical Security.
Mr. John C. Wolf is the Deputy Chief, Physical
Security Division, Department of State. He is re-
sponsible for insuring that the security improvements
made to our Embassies overseas are effective. His
concerns are that if Congress pays for these im-
provements then they had better work. The State
Department has sponsored many research projects
to co, n the claims of suppliers, and io estat-
lish ene aieering specifications for security contracts.
His talk will concentrate on the qualities of Vehicle
Barriers, but he may also have comments on the
application of "security films" for blast protection
on windows and on other subjects.
Mr. Ric Blackstein is a Senior Scientist of the
McLean Research Corporation. For many years he
has been applying Engineering Analysis to security
problems. He is the co-author of a report that
generically listed the vulnerabilities of security
systems. Line Security is the Achilles' heel of the
alarm system. Mr. Blackstein has found that it will
take little technical expertise to compromise most
security systems. If you don't know the difference
between UL grade "B," UL grade "AA," Data
Encryption and "High Line Security" you should
attend Mr. Blackstein's presentation.
Mr. Richard E. Clement will be the Dinner
Speaker. He is the Director, Support Services
Division (PSS), General Services Administration.
He is also the Chairman of the Interagency Advisory
Steering Committee on Security Equipment (IACSE).
In April 1985 the IACSE was a joint sponsor with
the Defense Preparedness Association for a Seminar
on Physical Security at Eglin, Florida. His experi-
ence includes working for many government agencies.

Treasury regulation paragraph 1.162 permits an
income tax deduction for educational expenses
(registration fees and cost of travel, meals and
lodging) undertaken to: (1) maintain or improve
skills required in one's employment or other trade or
business, or (2) meet expressed requirements of an
employer or a law imposed as a condition of re-
tention of employment, job status or rate of com-
pensation.
