MEMORANDUM FOR: Chairman Designate, Personnel Security Subcommittee
STAT
SUBJECT: Subcommittee Future Activities
1. Allow me to add my congratulations to those you have received upon
being chosen for the chairmanship of SECOM's Personnel Security Subcommittee
(PerSecSub). It is one of the most active and important of the SECOM sub-
groups. I know you will continue in the tradition of outstanding leadership
that has been established for the Personnel Security Subcommittee.
2. Althou h I am certain you have been in contact with the outgoing
Chairman there are a couple of items we should discuss. First, STAT
o e staff will continue as PerSecSub's focal point officer STAT
an wi assist you in any way possible. Second, the subcommittee has
endorsed the idea of a one-or-two-day conference on the role of behavioral
scientists in the adjudication process. I hope we can move vigorously on
planning such a session for senior personnel security officers and psy-
chologists and psychiatrists who may be able to contribute meaningfully.
advises that enrollment in the Adjudicators' Seminars may be STAT
tapering off, and this may offer an opportunity to substitute the proposed
conference for one of the seminar presentations.
3. Finally, the subcommittee has been asked to present a proposal for a
polygraph study. This is a much more complex undertaking than most people
would imagine. There are other studies going on, notably one by the Congres-
sional Office of Technology Assessment. In addition, the Defense Authoriza-
tion Bill for FY 84 now calls for SSCI and SASC to hold hearings early in 1984
on polygraph utilization. If we can produce a study of significance to the
U. S. Government's employment of the polygraph for security screening and/or
investigation of unauthorized disclosures, it would be desirable to finish the
job before 1983 ends. The first step, of course, is to formulate a plan for
conducting the study.
