MEADE, MARYLAND 20755 Serial: M509/0058/82 MEMORANDUM FOR THE CHAIRMAN, DCI SECURITY COMMITTEE SUBJECT: Personnel Security Subcommittee Projected Tasking for July 1982 through June 1983 1. This is in response to your 29 June 1982 memorandum (SECOM-D-228), same subject. 2. We believe the primary functions of the PerSSub will be served by devoting attention primarily to the following two areas: a. Continuing the DCI Adjudicators' Conferences as an on-going effort and conducting other training programs for security officers on an as needed basis as resources and time will permit. b. Continuously reviewing DCID 1/14 to insure that its standards and requirements meet the needs of the Intelligence Community. 3. Additionally, we recommend the subcommittee address the following issues listed in descending order of importance, as time permits: a. Pursue polygraph initiatives to achieve broader use within the Intelligence Community, including appropriate research and education efforts. b. Work toward providing input into any attempt at a rewrite of EO 10450 with the specific intent of insuring that the needs of the Intelligence Community are properly represented. c. Address the problem of personnel security investigators, who normally are not law enforcement officers, obtaining local criminal history information. d. Consider the feasibility of establishing reasonable standards for granting exceptions to DCID 1/14 concerning non-US citizenship of family members of those persons applying for SCI access. e. Conduct a follow-on evaluation and data analysis of the 1980 Investigative Standards Working Group Personnel Security Survey.
