The basic mission of the Compartmentation 25X1 Subcommittee is to provide technical guidance and recommendations on Sensitive Compartmented Information (SCI) physical and admin- istrative security matters. Subcommittee efforts during this period were largely concerned with the updating of DCID 1/7, DCID 1/19, and DCID 1/20 and other miscellaneous tasks assigned by the Chairman, DCI SECOM. 1. Authority and Mission of the Compartmentation Subcommit- 25X1 tee. The DCI SECOM Compartmentation Subcommittee was established pursuant to DCID, Security Committee, effective 15 July 1982. Its basic mission is, through the DCI SECOM, to: a. Develop and recommend technical guidance for the estab- lishment, maintenance and improvement of coordinated Sensitive Compartmented Information (SCI) systems. b. Formulate, coordinate, maintain and promulgate technical guidance for use in the administration of SCI controls at all echelons of Intelligence Community organizations, both domestic and overseas, including consultants and contractor support activ- ities to include: Access approval criteria and employment in hazardous duty areas; physical security; document identification, handling, accountability and destruction; and ADP and associated materials. c. Furnish technical guidance and assistance to the COMIREX and SIGINT Committees, and to the Executive Agents of other SCI programs in connection with their sanitization, downgrading, de- classification and decontrol responsibilities. d. Review and survey the security standards, practices and procedures used by Intelligence Community organizations and their contractors in relation to approved SCI policies, procedures and controls; and make recommendations for practical improvements. e. Recommend to the DCI security policy relative to foreign government participation in US SCI activities. f. Recommend security policies governing the release or dis- closure of SCI to the public, foreign governments or interna- tional orga-niz&.:ions in which the US participates. Identification of Agency Providing Chairman and Staff. 25X1 The Chairman (Colonel George J. Mercuro) and Executive Secretary (Mr Roger D. Smith) have been provided by the Department of the Air Force. The Subcommittee has no other staff members, per se. 3. = Extent of Intelligence Community Participation. All In- 25X1 telligence Community agencies and departments represented on the Subcommittee wholeheartedly supported its mission and were re- sponsive in fulfilling their individual tasks.- The Subcommittee currently consists of representatives from the following Intelli- gence Community agencies and departments: Central Intelligence Agency Defense Intelligence Agency National Security Agency Department of State Department of Energy Department of Justice Department of the Army Department of the Navy Department of the Air Force Office of Space Systems, Department of the Air Force DCI SECOM Staff (Observer) NOTE: Membership on the Subcommittee by other agencies and de- partments represented on the DCI SECOM would be welcomed at any time. 4. Principal Activities. Five meetings of the full Subcom- 25X1 mittee were held during this reporting period. In addition to these meetings, there was a significant exchange of information and coordination on other matters among members which was driven by their Subcommittee association. During 1982, the Compartmen- tation Subcommittee was involved in the following activities: The Compartmentation Subcommittee was directed to review the extant DCID 1/20, same subject, as part of the NFIB project of updating all DCIDs. With the exception of the NSA mem- ber, the SECOM concurred. However, because the NSA comments were extensive, the Subcommittee was tasked to reconvene and provide recommendations on the NSA comments by early January 1983. The Subcommittee was also tasked to survey its members nnnrPrninn xperiences under DCID 1/20 This task was completed in August 1982 and a report submitted to the Chairman, SECOM. b. Security Controls on the Dissemination of Intelli- gence In ormation. The Compartmentation Subcommittee was also directed to review the extant DCID 1/7, same subject, as part of the NFIB project of updating all DCIDs. The Subcommittee deliberated this matter for several weeks and forwarded a proposed revision to the Chairman, SECOM, in October 1982. Similar to action on DCID 1/20, the Subcommittee was tasked to reconvene and provide recommendations on NSA comments by early January 1983. 25X1 25X1 c. I Security Policy Manual for SCI Control Systems. 25X1 The Compartmentation Subcommittee had spent much of 1981 revising DCID 1/19, same subject. This action continued through the spring of 1982 and consisted primarily of resolving comments submitted by SECOM principals on the January 1982 draft proposed by the Subcommittee. Issues raised by the SECOM principals were discussed during April 1982 meetings of the Subcommittee. All were resolved except for five matters which were remanded to the SECOM itself for decision. These issues were subsequently re- solved by the SECOM and the Security Policy Manual was published by the DCI with an effective date of 28 June 1982. d. L I Access to SCI By Contractors Performing Service Func- 25X1 tions. In July 1982, the Subcommittee was tasked to address the security implications of contracting out services previously per- formed by US Government personnel. Case in point was the provi- sions of OMB Circular No. A-76, 29 March 1979, which directed that all Government agencies and departments contract out as many services as possible. The Compartmentation Subcommittee noted that there were significant risks to national security in con- tracting out security services such as operation of telecommuni- cations centers, automated data systems or other facilities when this permits broad contractor access to all-source of other sen- sitive intellicence information. This concept was subsequently approved by the DCI and was incorporated in the revised version of DCID 1/7 mentioned in b, above. The major accomplishments of the 25X1 Compartmentation Subcommittee are basically as detailed in para- graph 4, above. 6. = Highlights of Work in Progress.
