1. General The Minutes of the 13 November 1984 meeting were approved as written.
2. Chairman's Report
- IACSE meeting of 13 Dec 84:
Draft IACSE/ADPA conference agenda developed; copies provided the
PSWG.
The new GSA Order leaves with FSS the right to write equipment
specifications; IACSE can recommend new specs or changes to current
specs but FSS can accept or reject with IACSE having rights of appeal to
the GSA Administrator; "Advisory" retained in IACSE title.
The Art Metal Company had a showing of its wares at the Crystal City
Marriott on 18 Dec 84.
The IACSE contract for support services has been seen by industry and
several companies are waiting to bid for the job; the contract is ready to
be let.
o The Minutes of the 10 Dec 1984 IACSE meeting were distributed to the
PSWG.
- The PSWG were provided copies of:
o A brochure on the Fingermatrix Co. fingerprint ID system; being
evaluated now by DIA computer staff.

A report on the August PSWG Seminar written by Mike Berry, DSI, which
offers suggestions on seminar improvement; Members asked to review
the report and consider its recommendations when the WG develops the
March 1985 seminar.
Miscellaneous brochures dealing with alarm equipment.
3. Old Business
a. DCID 1/21 Status. The DIA Member reported on receipt of comments
pertaining to the proposed rewrite. Still to come are re-writes of the Telephone
and Alarm Sections. The holiday period results in a schedule slippage but DIA
will monitor required input.
b. Contractor Seminar reported on proposed alternate sites for the
contractor seminar; the PSWG agreed that the seminar site should be isolated if
possible, to facilitate attendee/PSWG social interaction. will
continue to explore the available possibilities.
4. New Business
a. Meeting Schedules. Pursuant to SECOM-D-273 of 20 Nov 1984, the Chairman,
SECOM, requested SECOM subcommittees and working groups to schedule meetings
which would not be concurrent with each other or conflict with SECOM meetings. The
WG established the Jan 85 meeting date for the 22nd; will determine, from a
review of scheduled SECOM and other meeting dates, which day of the week would be
"reserved" for PSWG meetings. From this, the Chairman will establish a PSWG meeting
schedule for Feb 85 and thereafter, and will disseminate same to the Members.
b. Time Estimates. Pursuant to,the 14 Nov 1985 meeting of the SECOM, the WG
was tasked to provide the Executive Secretary of the SECOM with estimates of the time
spent by Member agencies/departments in support of PSWG activity. By memo dated 29
Nov 84, the Chairman requested this data from the Members. With the data provided,
the Chairman will respond to the tasking.
c. Annual Report. The PSWG Annual Report for CY 1984 is due to the Chairman,
SECOM, by 1 Feb 1985. The Chairman will prepare the report and Members were invited
to provide input if desired.
d. FY-85 R&D and Procurement Candi_ate Projects. The Members were provided
a copy of SECOM-D-284 of 28 Nov 1984 and asked to provide the Chairman, by 26 Dec
1984 with information on which to base a reply. The Members were enjoined to seriously
consider pertinent R&D possibilities and, for those agencies which provide speakers at
the Seminars, to identify training aids or other materials which would enhance the
presentations.
e. New Charter Development. Pursuant to SECOM-D-283 of 28 Nov 1984, the
WG was charged with the drafting of a charter for its reconstitution as the SECOM
Facility Protection Subcommittee (FPS) with an expanded area of responsibility. Mr.

outlined the SECOM's objectives underlying this tasking and, after much
discussion, the Chairman was asked to develop a strawman for WG consideration. The
SECOM tasking gives 15 January 1985 as the due date; the Chairman will request an
extension to allow for circulation of a draft to the WG.
5. Member Reports
NSA Accepted a new building with an extensive, controlled perimeter;
calls for heavy manpower utilization. ?
DIA Now planning for an extension to the DIAC; the classified waste
destruction system appears to be soon ready for operational use.
DOJ Working on perimeter protection in view of basic building
vulnerability to a variety of threats.
Army Several new tenants have occupied areas at Arlington Hall Station.
6. The next meeting of the PSWG is scheduled for 1000 hours on 22 January 1985, at the
Ames Building, 1820 N. Ft. Myer Drive, Rosslyn, VA. The room number will be provided
at the Reception Desk.
