1. General. The Minutes of the 22 February 1984 meeting were approved as amended
(adding rM . B. Gatozzi, DOJ, to list of Members Present and correcting typo for
NFIB/NFIC-9.1/47).
2. Chairman's Report
The Minutes of the 9 February 1984 meeting of the IACSE were distributed to the
Working Group. The Deputy Chairman of the IACSE has had certified a GS-13 position
ILLEGIB for an Executive Secretary to the IACSE and will recruit for this position. A letter from
the Chairman IACSE has been sent to IACSE-member agencies/departments requesting
nominations for chairman of IACSE subcommittees and for membership to the
subcommittees; nominations require brief biographic sketches of nominees. Ms. Long
provided a copy of a draft letter from the DUSD(P) Gen. Stilwell) to the Secretaries of
the MILDEPTS requesting their cooperation with the IACSE.
The Terms of Reference (TOR's) resulting from the NSSD-2 Study dated July 1983
have been distributed by the Study Director; the TOR on Physical Security will be
discussed at a meeting on 28 March 1984 in Room 1E801 (Room 1) Pentagon; computer
security will also be addressed at this meeting.

A copy of the Annual Report of the Physical Security Working Group for 1983 was
distributed to the Members; the PSWG concurred with the Report.
The Members also received a revised list of Members and Alternates to the } ! ~,
Working Group. 5 `'?t
The Chairman distributed copies of the Revised Seminar Critique Sheet; the
critique sheets will be collected at the end of each seminar and a composite critique
sheet disseminated to PSWG Members at the meeting following each seminar.
The Members were provided copies of an ASIS brochure announcing a physical
security seminar conducted by the Washington Chapter on 11 April 1984 at the Pentagon
Quality Inn.
Also distributed to Members for their information was a copy of a physical
security Test and Evaluation Schedule prepared by the Physical Security Systems
Directorate of the Air Force Electronic Systems Division; this schedule was furnished by
the OSD Member of the PSWG.
3. Old Business
Seminar (30 April - 4 May 1984) Status:
The Safety/OSHA Workshop materials are being developed by DIA/CIA and will
be provided to Mr. Lundstedt, State.
DIA has relinguished two spaces at the Seminar due to other operational
commitments; one space re-allocated to NSA and one to Navy.
SECOM Staff Advisor, was furnished with additional
material/details for the list of recommended source materials.
Copies of the revised Seminar Agenda will be provided the Members.
All Seminar speakers must be identified t LT 13 April 1984.
Nominations for attendance at the May Seminar were to have been received by
by 23 March 1984; some have not been received; Members to take
corrective action.
PDS: The NSA Member reported that the NSA directives are still being re-
drafted and will be circulated by NSA to all concerned agencies/departments for
comment. The NSA Member will endeavor to learn the target date for the
distribution of the directives and will report to the Working Group.
NFIB/NFIC-9.1/47 status: DIA has met with the MILDEPTS and asked each to
review the document in detail; all concerned expect to meet again to discuss
comments on 16 April 1984. It is anticipated that the recommended revision will
include separate sections dealing with ships/vans/aircraft.

4. New Business
The DIA Member reported that several major Government contractors engaged
in supporting the Intelligence Community have formed an ad hoc industrial security
working group to address mutual security problems pertinent to the contracting effort.
This ad hoc group has expressed a desire to meet with the PSWG and to present their
views relative to physical security matters. The PSWG agreed, subject to SECOM
approval, to listen to the contractor group.
The Defense Security Institute (DSI) has informally asked permission for a DSI
observer to attend a PSWG Seminar. The PSWG agreed and the Chairman will so advise
the Director, DSI.
Member reports of activities of interest.
DIA: Conducts an SCI Security Enhancement Seminar in March and October
each year- PSWG Members can be furnished copies of the agenda/schedule by
contacting
CIA: Currently deeply engaged in construction of a new building.
NSA: In process of installing a new card access system at HQ, alarming fences
and expanding vehicle controls.
AF: Has an SCI Management Course in operation with a portion devoted to
physical security.
FBI: Working on the Physical Security TOR.

OSD: Working on OSD policy relative to physical security at critical sites;
preparing input to annual report on security for the President.
5. The next meeting of the SECOM Physical Security Working Group is scheduled for 18
April 1984 at CIA Headquarters; the room number will be provided at the Reception
Desk.
