opened the meeting with an announcement that he has
appointed Mr. Gerald L. Berkin, a Navy nominee from the Security Policy
Division, Office of the Chief of Naval Operations, as the first permanent
Chairman of the Physical Security Working Group (PSWG). He pointed out that
State nominated two excellent candidates; however, Mr. Berkin's extensive
experience in physical security in industry as well as Government makes him
uniquely qualified for the job.
Also,l (reviewed charges to the Working Group. First,
complete plans for the August Physical Security Seminar - all needs to be
formalized at least three weeks before the Seminar which will be held on 8-12
August. He reminded the Working Group tha will support to the
extent possible.
The second charge is a continuing review of NFIB/NFIC physical security
policy. SECOM will look to the Working Group to update or propose additions
to policy whenever needed.
A third charge is to now consider the need for physical security R&D
programs that should be conducted but are not being done by individual member
agencies. pointed out that the SECOM FY 84 R&D budget is
under close review and; if it can be saved, we should be able to support some
project of the Working Group. He stated that he will arrange to have
Executive Secretary of the SECOM's R&D Subcommittee brief the Working
ro pu on current community R&D efforts related to physical security.
Mr. Berkin assumed the chairmanship of the Working Group and asked each
member to briefly introduce himself/herself. Then, the minutes of the last
meeting were approved as written.
In discussion of the Seminar speakers and schedule, there was significant
discussion about the need for various topics, especially in the terrorist and
personal protection areas; and the need for more or less time to cover sub-
jects. pointed out that the present schedule was developed over
a period of severa months after coordination with the SECOM members. He
pointed out that any substantial change in the schedule should be coordinated
with the SECOM members in advance. Also, discussion occurred to better define
various Seminar topics.
Mr. Gatozzi moved that the schedule be followed as presented and that it
be refined and improved as needed. The motion was voted and unanimously
approved.
Mr. Berkin reviewed the speaker requirements. He requested the members
to call him on 16 June to identify their nominees. He stated that he then
would contact the speakers and review with them the content of their presenta-
tions.

the Seminars; and general information) He also announced
that four one-week Seminars have been scheduled for 1984 beginning
on 16 January, 30 April, 20 August, and 15 October. He suggested that attend-
ance be prorated to Agencies and Departments of the Intelligence Community
depending upon the size of their physical security staffs, and he requested
that the members provide Mr. Berkin that information.
The meeting adjourned and the next meeting will be held at 1000 hours,
13 July at the same location. The Agenda will follow.
