Thank you for accepting the chairmanship of the SECOM long-range plan working group. As noted at the 11 January SECOM meeting, the group is to examine SECOM's role in the current environment; evaluate how well SECOM is fulfilling that role; review SECOM-monitored DCI security policies and procedures to assess their relevance and to determine the need to expand, contract or modify them; and propose a broad program to guide SECOM activities for the next several years. The end product is to be a long-range plan for consideration by the SECOM. 2. the Justice Department member and State STAT Department alternate, have agreed to serve on the group. The CIA and NSA participants have not yet been named. I will notify you when they are. 3. Recognizing your active schedule for the first quarter of 1984, I ask for a final report from the group as soon as practicable. I suggest we establish a formal completion date when you have had an opportunity to assess the task and determine what is needed for completion. Please provide, or have someone provide for you in your absence, interim status reports on this effort to the 8 February and subsequent meetings of the SECOM.
