HUMINT Committee
-- Thorough change in agenda; abandon National HUMINT Collection Plans
and collection monitoring now performed.
-- Establish a coherent, comprehensive, dynamic HUMINT collection
requirements system modeled on the NSRL, drawing on Community col-
lection and analytical expertise for original drafting effort;
Committee to be a requirement-validating authority patterned after
SIRVES.
-- Develop agreed Community standards for classifying and controlling
HUMINT reports.
-- Establish a universal dissemination system for HUMINT reports.
-- Establish means for information of intelligence interest, developed
by non-NFIP elements of government, to be disseminated to the
Intelligence Community.

Planning and Policy Staff
-- Planning Division is responsible for long- and mid-range Community
planning.
-- Policy Division is the focus for Community policy issues, e.g.,
space policy, satellite commercialization, etc.
-- Head of Planning Division is also Chairman of the Planning Committee,
composed of the chief planning officers of Community members.

Critical Intelligence Problems Committee (CIPC)
-- Senior interagency committee, focuses attention and expertise on
high-interest, cross-disciplinary intelligence problems.
-- Responsive to DCI tasking, produces timely assessments of Community's
collection and/or production posture on critical issues and makes
comprehensive, concrete recommendations for action. Reports via D/ICS
to DCI or NFIB/NFIC as appropriate.
-- Chairman is IC Staff member; heads small permanent research support/
action officer staff, augmented by TDY personnel as required for
specific projects.
-- CIPC staff responsive to D/ICS tasking for emergent action items below
threshold for attention of full CIPC.
