Information about SSC/CIB is coming from STAT STAT Sanitized Copy Approved for Release 2011/06/28: CIA-RDP87T00623R000300050048-8 Sanitized Copy Approved for Release 2011/06/28: CIA-RDP87T00623R000300050048-8 Assigned to the Director of Security and attached to the Office of Security is a small group of six professionals and t~vo clericals which serves as the staff of the DCI Security Committee. There is an FBI Agent and an Air Force Colonel assigned along with CIA Officers to support the Security Committee. The SECO}t is composed of senior security representatives of the departments and agencies of the NFIB. The principle goal is to assist the DCI in carrying out his charge in I?xecutive Order 12036 to ensure common security standards and practices in the Intelligence Community. The SECOb1 has substantive experts on various subcommittees and working groups addressing computer security, technical surveillance countermeasures, compartmentation, physical security, and personnel security. Among the current activities are efforts to enhance the security of our new Embassy Complex being built in I~}oscow, an attempt to establish physical security standards for protection of compartmented intelligence, on a worldwide basis, the crea- tion of a course for the Community's people ivho review and adjudicate background investigations of applicants for Intel- STAT ligence work, participation in the recent effort to improve procedures for protection of SCI (tlie APEX effort), updating guidance and DCI policy proclamations on computer security, updating the Community's agreements on mar}:ing and handling of intelligence publications and upgrading the CIA's service of common concern in trainin technical enetration counter- measures officers. Further, the SECOAI is engaged in establishing security education programs, films, and instructional aids to all members of the Community. The SECO:~I also maintains and employs representatives from all departments to investigate unauthorized disclosures of classified intelligence. Probably most importantly, the Security Committee serves as a forum of professional officers for the rapid and meaningful exchange of information, technic}ues, threats, and procedures that may impinge on the ability of the Community to deliver intelligence to policy makers in a secure fashion. The Security Committee offers the DCI a focal point in the Intelligence Community for receipt and discharge of his instructions, policies and procedures, and as a channel through tiahich the DCI may be informed of significant prob- lems tiaith security in any part of the Intelligence Community.
