SUBJECT: Revision of DCID 1/11
REFERENCE: My memorandum SECOM-D-693 dated 19 Oct 1979
1. Referenced memorandum circulated a second draft
revision of DCID 1/11. All addressees except CIA and NSA
concurred. CIA comments have been accommodated. NSA views
have either been accommodated or dealt with as stated below.
2. NSA recommended that paragraph l.b of the draft
be re-worded to have the committee's mission in the stated
areas be performed "in concert with other DCI committees,"
so as to indicate a shared relationship with the SIGINT
Committee and COMIREX. We believe that this committee's
charter should only address what we are to do. The language
in the draft revision is substantively identical to that in
the current, published version of DCID 1/11. Nothing has
come to our attention indicating that Committee action pur-
suant to the present language has caused any problems with
other committees.
3. NSA recommended several changes to attachment 3
to the draft DCID bearing on compartmentation functions.
Since a decision by the President on the APEX system is
imminent, we are deferring proposing any changes to the
current charter of the Compartmentation Subcommittee pending

possible reassignments of responsibility for compartmentation
matters. We recognize that it may also be necessary to
change the compartmentation mission statement in the proposed
revision of DCID 1/11 (Section l.f)
4. Addressees are requested to review the attached
third draft revision of the DCID, and provide their views in
writing to the Committee Executive Secretary by 15 January 1980.
Please note in this regard that the compartmentation mission
and functions of the Committee will have to be addressed
separately and later.
