REFERENCE: My Memorandum SECOM-D-604, dated 9 August 1979
1. Referenced memorandum circulated a draft revision of
DCID 1/11, the Committee's charter. Most member agencies con-
curred. Substantive comments were provided by NSA and CIA.
A revised draft of the DCID is attached for your review and
comment. Also attached is a staff analysis of substantive
comments by members, together with copies of the NSA and
CIA memoranda.
2. Addressees are requested to provide their views
on this revised draft to the Executive Secretary not later
