SUBJECT: Revision of DCID 1/11 (U)
1. Members agreed at the March 1979 SECOM conference
that a revision of DCID 1/11 should be prepared by the
Committee staff for review and action by the Committee. A
first draft was distributed to subcommittee chairmen, and
their suggestions accommodated. That draft was not sub-
mitted to the Compartmentation Subcommittee or SECOM members
pending the then anticipated early resolution of proposals
on the APEX system. The need to bring our charter up to
date, particularly with regard to tasking to the DCI in
Executive Orders 12036 and 12065, requires that we proceed
with the effort now without waiting for final decision on
APEX.
2. A draft revision of DCID 1/il is attached. Some
major changes are: 25X1

subcommittee is established with a charter.
b. At the request of the Computer Security 25X1
Subcommittee chairman, that group's responsibility
is broadened to include intelligence information
communicated by computers.

c. The Interagency Telephone Laboratory is
specifically placed under the policy guidance
responsibility of the Technical Surveillance Counter-
measures Subcommittee.
d. References to Executive Orders have been
updated and new or changed tasking reflected in
the draft.
3. Addressees are requested to review the attachment
and provide their concurrence or comments to the Executive
