SUBJECT: Implementation of DCI Announcement
As you are aware, the Intelligence Community Staff is undergoing
a reorganization, and the Security Committee will now be part of that
action. I expect you to work with and anyone he designates
to implement this announcement. It is important that the Security
Committee function efficiently with the minimum size supporting staff
required to do an effective job.

I would like to thank you on behalf of the DCI and myself for
your splendid service as Chairman of the DCI's Security Committee since
7 February 1980. This shift of the Committee to the IC Staff is not
a reflection on your superb stewardship. Rather, it is that I believe
Community functions such as this should be part of the IC Staff, and
I do not want split responsibilities to detract in any way from your
number one job of maintaining the best nossible security for CIA. I
know that you will work closely with in the
same professional and competent way you have conducted the Committee's
business.
