1. Minutes from the previous Subcommittee meeting were read
and approved without comment.

New Business:
1. Chairman, was unable to attend.
NSA, acted as Chairperson in his behalf.
2. Joe Waggoner, FBI, distributed copies of the video tape
"You Are the Target" which features FBI S/A Dave Major. Members
present were authorized to reproduce and distribute the video
as they see fit. Members who did not receive a copy of the tape
should contact Joe.

3. With reference to the upcoming Security Educators Seminar,
handed out a revised listing of topics and recommended
speakers. asked that any further input be passed along to
her or as soon as possible, particulary with reference
to "outside speakers" who will need to be contacted in the
immediate future.

4. Nancy Barnes reported that she and SECOM, STAT
were unable to arrange a meeting with the printer be ore next week,
and that a rough draft copy would be available for approval at the
September meeting.
5. Jim Passarelli reported that the task group assigned to
revise the "Minimum Standards" has not yet met. The group hopes
to meet and have a draft prepared for review by our next meeting.
Pat Riley suggested that the task group review old reports
regarding the initial development of the Minimum Standards to
save time "rehashing old problems". One particular problem Pat
discussed is the authority of the DCI to establish guidelines
for non-compartmented intelligence. responded that STAT
both the National Security Act and Executive Or er 12333 establish
that authority. Pat then questioned the practicality of the DCI
establishing authority for non-compartmented intelligence and
suggested this issue be considered further by the task group.
Jim Passarelli assured members that past records would be reviewed
and the information taken into consideration.
6. The next Subcommittee meeting will be held on 18 September
1984 at 10:00. The conference room will be provided at the badge/
reception desk.
