I was encouraged by the range of imaginative ideas suggested at the meeting and urge each of you to give further thought to practical areas of assistance which your departments might be able to undertake within existing budget constraints. We have an important obligation to ensure that one of the legacies of this Administration is improved prospects for peace, democracy and economic progress for the people of Central America.
