The President was prepared to initiate Section 301 proceedings against Taiwanese controls on import and distribution of cigarettes, wine and beer. However, Taiwan Government officials made an acceptable offer to open their markets tor-these products over the next six to twelve months before the President acted to initiate the proceedings. Rather than initiate a Section 301 proceeding, the President has directed the United States Trade Representative to report to him on the progress and effectiveness of Taiwan's market opening measures by December 31, 1985.
