This quarterly publication is designed to provide timely updates of ongoing
active measures campaigns by the USSR and its allies as well as warning
of future campaigns. It has three parts:
? Part I provides a brief assessment of the major ongoing active measures
campaigns worldwide and new developments that we expect in those
campaigns in the future.
? Part 2 provides a highlighted assessment of expected new active measures
initiatives during the coming months.
? Part 3 is an annotated calendar of key events over the next year that we
anticipate will figure prominently in campaigns by the Soviets and their
allies.

Part 1. Ongoing Campaigns:
Highlights and Prospects
Continuing Push Against SDI
The Strategic Defense Initiative (SDI) continues to be
the target of a worldwide Soviet campaign. In recent
months, Soviet-backed conferences attacking SDI
have been held in a number of countries, including
Australia, Laos, Ghana, Finland, Bangladesh, and
India. There is no si n that this effort will diminish in
the near future as the
Soviets and their allies are seeking to use many events
associated with the International Year of Peace as
anti-SDI forums, and are trying to co-opt a French
scientific institute into sponsoring an international
conference in April as a means of securing a propa-
ganda platform on SDI.
Moscow's East European and Communist Party allies
are still heavily involved in the anti-SDI effort.
Manipulating the International Year of Peace
Through well-placed Soviets in the UN Secretariat,
Moscow has control of the calendar, preparations, and
implementation of worldwide activities in support of
the UN-designated International Year of Peace
(IYP). Soviet UN Under Secretary General Ustinov is
calendar of IYP events indicates that about one-fifth
are being hosted by Bloc countries or Soviet-con-
trolled front organizations.
(Soviets and
their allies will make strong efforts to influence
almost all of the remaining events in directions ad-
verse to US interests.

The centerpiece of Soviet efforts will be the World
Congress for the UN International Year of Peace to
be held in Copenhagen in October: the Danish prepa-
ratory committee-a front of the Soviet-controlled
World Peace Council (WPC)--has invited UN Secre-
tary General Perez de Cuellar to address the gather-
ing. We expect that, with the WPC controlling the
agenda and Soviet front organizations packing the
delegate list, the Congress will strongly back Soviet

Several recent articles in the official Sandinista news-
paper Barricada have attempted to link the Vatican
with both the CIA and the political right. We expect
this campaign to continue for at least the next several
months as the regime seeks to discredit the church's
voice on the domestic and international political
scenes.
Nicaraguan Disinformation About
the Catholic Church
The Sandinista media over the past few months have
stepped up their disinformation campaign against the
international and Nicaraguan Catholic churches.

Soviet Foreign Minister Shevardnadze during his
recent visit to Japan indicated that the Soviets might
be willing to reduce the number of SS-20s in Asia in
exchange for reductions in US F-16s in Japan and
Tomahawk missiles in the US Pacific Fleet. Moscow
is likely to play up this possibility for Asian audiences
to capitalize on strong antinuclear sentiment in Japan
and the South Pacific.

efforts to place anti-US and anti-NATO material in the Spanish media.
Spanish referendum on NATO. As the referendum approaches, the Soviets-
hoping to derail continued Spanish membership in NATO-probably will intensify
with Japan, and perhaps Europe.
Economic summit, Tokyo. The Soviets are likely to use active measures to
heighten existing tensions over trade issues among the seven Western industrial
democracies attending the summit in an effort to create serious political differ-
ences between them and to enhance the opportunities for increased Soviet trade
to create a nuclear-weapons-free zone in the Pacific region.
International Physicians for the Prevention of Nuclear War Conference, Cologne.
New Zealand Prime Minister Lange has agreed to deliver the keynote address,
and Moscow is likely to exploit his appearance as a means of intensifying its efforts
International Conference on Sanctions Against South Africa, Washington, D.C.
The Soviet Union almost certainly will try to intensify criticism of US South
African policy. The UN General Assembly's Special Committee Against Apart-
heid (SCAR) is sponsoring the event and the UN Secretariat's Center Against
Apartheid will la a large role in it.

UN Conference on Disarmament and Development, Paris. Through its influence in
the UNESCO secretariat, which the Soviets have been using to push UNESCO
into disarmament research, Moscow will attempt to exploit the conference-which
is French President Mitterrand's pet project linking Third World development and
debt problems to arms spending-to gain support for Gorbachev's new arms

Nonaligned Movement (NAM) summit, Harare, Zimbabwe. The Soviets are likely
to manipulate NAM delegations to adopt resolutions compatible with Soviet
foreign policy objectives in the Third World. Previous summits have been the
occasion for active measures campaigns vilifying US policies in Central America,
debt crisis, and unemployment.
11th World Trade Union Congress, Berlin. This quadrennial meeting of the World
Federation of Trade Unions-a Soviet front-will likely emphasize a variety of
Soviet propaganda initiatives on such issues as disarmament, the international
15-19 October World Congress for the UN International Year of Peace, Copenhagen. (See text
