1. I request ermission to submit for publication the attached
manuscript The manuscript has been prepared by STAT
myself and . We have a contract with Bison Books Ltd, STAT
Greenwich, LI.
2. To the best of our knowledge, none of the material presented in the
manuscript is classified. We have used material from a wide variety of
standard books, such as the new Janes Weapons and Tactics of the Soviet Arm ,
Harriet and William Scott, The Armed Forces of the USSR, Richard Gabriel, The
New Red Legions, and many arises.
3. We are not under cover and will not be identified as either agency or
US Government employees. The publication is to be a large format book of half
text and half photos and illustrations. The text is largely descriptive and
intended for a general audience. We make the general point that military
power is the one area in which the Soviets have been able to compete
successfully and then review the broad development and characteristics of the
forces with a heavy emphasis on history. We have been asked to submit the
manuscript by February 1.
