In General Samford's memorandum to me of 13 May 1954 on this subject,, he stated his strong feeling that the members of the Joint Intelligence Committee anrd1 should make every effort to reach agreement on "Agreed Activities" before turning the matter over to the NSC for resolution, He also asked for my present view of an accept-- able agreement, 2. A draft of an agreement which would seem to be an acceptable basis for the carrying out of our respective responsibilities is attached hereto., You will note that this agreement is drawn in the form of a DCiD,; 3. This draft takes cognizance of the Armed Services' functional need to conduct certain foreign espionage and counterespionage operations and tiounterintelligence op- erations, and seeks to relate th- se operations to those con- ducted by the Director of Central Intelligence under DTSCID-5? This can be most effectively achieved believes by implementation of the attached proposed DCID which seeks to establish a framework for the systematic resolution of questions pertaining to the major problem as they arise in these relationships, 5. I would suggest that this document first be discussed by us at an early date, and subsequently put be- fore the LAG for its consideration, Whatever directive is finally issued should, it seems to mes be noted by the NSC.
