SUBJECT . Responsibilities and. Functions of the Inspector
General of CIA
1. The responsibilities and functions of the Inspector General are
described in Regulation No. 1-110, copy attached. In amplification of
this regulation it should be tandersj,bocl. that the Inspector General conducts
periodic inspections of Agency cciip anents; investigates any incidents or
individuals where there is evidence of malpractice or upon direction of the
Director or request of appropriate senior official; and reviews cases pre-
sented by individual employees where satisfaction has not been obtained in
command channels. The Inspector General is not in the chain of eorrunand and
does not take action on behalf of the Director, but rather recommends action
to the Director, the Deputy. Directors and Assistant Directors.
There are 15 slots on the '''/0 of the Staff of the Inspector General.
These include seven inspectors, one administrative officer and secretarAl
personnel. None of these ~ersor_ne! are covert. The addition of a rail ita< r
officer to deal with problems of military personnel is presently under con-
sideration. Biographical sketches of the officers are attached.

5. The first Inspector General of CIA, was appointed
by General Smith in 1951. lie added. one assistant in 1952. On 20 Januar; 1953
25X1A9a resigned. The ?resent Inspector General was appointed on 1 A?ril
1953. During 1953 another officer was added, and during 1954 four additional
officers have been added to the 1taff.

Inspections of the Logistics and Scientific Intelligence Offices will
be commenced in September.
