SUBJECT: Questions Presented by the Special Study Group
REFERENCE: Memorandum from C/PPC, 3 Sep 54
1. Current system for the interrogation of defectors.
a. In point of time.
(1) Phase I -- Limited to the establishment of bona
fides and to debriefing on points where urgency takes
priority over evaluation (e.g., indications of imminent
hostilities) and on clandestine operational leads.
(2) Phase II -- Conventional positive intelligence
debriefing.
(3) Phase III -- (Optional) -- Preparation by defectors
of independent studies on matters of intelligence interest.
b. In point of function.
(1) Three functions are performed.
(a) Translation of responses into English.
(b) Interrogation -- an art in itself.*
(c) Development of requirements from interrogations.
