Approved For Release 2003/12109: CIA-RDP$8-00374R0004&0260040-8 30 November 1954 MEMORANDUM FOR THE RECORD OF THE CLARK CCWTTEE OCI (Special Intelligence) Colonel Miller jumped with both feet on the subject of un- vouchered funds expended by Staff D for clandestine procurement of equipment for OCI and NSA. He claimed that the Hoover Com- mission was meat concerned with expenses; since FOA is pouring funds into foreign governments, he felt we should be in a posi- tion to ask for materials in return, and that through clandestine procurement we were actually paying twice. Miller made a note to .have Colonel Lane look into this aspect of the DD(P( budget? and to determine its extent. McGruder raised the question (and made a note) as to whether OCI and/or NSA had any plans to incorporate the facilities of FBID under emergency conditions. His questioning has assumed the line of determining whether the Agency has given thought to coordinat- ing its far-flung interests as a coordinated enterprise rather than building small, disjointed empires. 1100-1200 The task force attended a meeting of the 0CI Indications Board 1200-1230 Attended an OCI Briefing 1330-1600 Attended a briefing by the NK.A Division, 0CI Colonel Miller asked a leading question during the afternoon, to wit, "OCI's estimates or opinions are purely their own; how do you know if they carry any weight with consumers? Colonel Miller was concerned that OCI'a estimates were the pro- duct of their own development, without external coordination for concur- rence with the IAC.
