MEMORANDUM FOR: Chairman, DDO Training Task Force

SUBJECT: Program on Creative Management
1. I have been shown a memorandum dated 15 March 1982 addressed
to the members of your Task Force.from the DDO Senior Training Officer.
I:believe it is important that I make a matter.of record with your group
some points regarding our approach to the temporary standdown of the
Program on Creative Management (POCM) since the Senior Training Officer's _
memorandum does not represent my position accurately.
2. Contrary to the last sentence o emorandum, the STAT
Office of Training and Education (OTE) does consider POCM to be a central
and vital part of its management training program. We are standing down
on our offerings of this course solely because the Agency component
engaged with us in putting on this course has had to withdraw its support
in order to assign its assessment psychologists to priority applicant
screening activities. We are even now exploring alternate methods of
obtaining the psychology'services essential to the conduct of the POCM.
I did indeed state at the Senior Training Officer's meeting that I was
not in favor of OTE acquiring its own psychologists for this purpose.
I am convinced that it would not be wise for CITE to hire psychologists to
fill what is hopefully a temporary gap. This does not mean, however,
that we are not pursuing the possibility of contracting for assessment
support from various institutions involved in this activity. Such explora-
tion is being conducted at this time.
3. is well versed on the causes for our present dilemma STAT
as regards an our philosophy as regards this course -and others
being looked at by your Committee. I would hope that your group would
take full advantage of his membership and consider him to be the spokesman
for the Office of Training and Education's positions on these matters.
